    A User Package License represents a license of an installed managed package, assigned to a specific user.
    1. Package license Id: Package license Id is the Id of the installed package.
    2. Assigning Id: Assigning Id is the Id of the user.

    Adding more to the above answer -

    User Package License - This object is available in API version 31.0 and later.

    package license Id - The 18-character Globally Unique ID (GUID) that identifies the package license.

    assigning Id - The User ID of the user licensed to use this package
