You cannot delete users from Salesforce. You can remove their license or deactivate them to remove access to the system, but because they may still own records, they cannot be deleted.

You can't delete a user, but you can deactivate an account so a user can no longer log in to Salesforce. From Setup, enter Users in the Quick Find box, then select Users. Deselect the Active checkbox and then click Save.

In salesforce, you can't delete a user but you can deactivate a user and if you face any problem with it at that time you can freeze the account of that user.
