The other way is through Workbench to develop lwc controller.

No we can't.
We can do this by Lightning Web Components Playground or other IDEs like Illuminati cloud, VS code, etc. -
Open Visual Studio Code. Press Command + Shift + P on macOS or Ctrl + Shift + P on Windows or Linux, then type focus terminal.
