Hi,
There are two buttons available in dataloader ‘Export’ & ‘Export All’. Difference in both button functionality is very small. When we use ‘Export’ button for any object in salesforce, all records( excluding records present in Recycle Bin) present in the system for that particular object are exported to a .csv file. But when we use Export All, all records (including records present in Recycle Bin) for that particular object are exported to a .csv file. Deleted records present in recycle bin are also called ‘soft Deleted’ records.

Export All: Valid Records + Garbage: This is required when you are taking entire Backup just to make sure your deleted records are also valuable for Organization. Some crazy sells guys delete record and again they go back and undelete. The reason is in a large org they get so much leads + Junk leads they get confused which is better and which is not .
Export: Just export the records that is showen under your tab and those are UnDeleted(Healthy) Records. That backup is required for various reasons. Sometimes Business want you to do mass update of Users Org(CompanyName) so the export of User(User) will make more sense.

There is one interesting difference between the two options ‘Export’ & ‘Export All’ available in the Data Loader. For the Export button of an object, all records are exported to a .csv file except the records available in the recycle bin for the same object.
On the other hand, when we are using the Export All button then all records will be exported to the .csv file including the records available in the Trash for that particular object. So, the deleted records are still present in the Trash and they are named as the “Soft Delete” records.
