When you have "Bulk API Enabled" in your Org, in you Data Loader Setting.

Hi Anjali,
Hard delete means deleting the data permanently from the org. That mean data will not be stored recycle bin. To enable this button enable bulk API. To enable bulk API button go to data loader settings and then enable bulk API check box.

If you want to give permission to sys admin to enable the functionality of "Bulk API Hard Delete " and you need to do this when you are integrating or deleting a large data set in Salesforce, you make exceed the permitted number of API calls. Use these instructions to access Salesforce Data without exceeding API limits.

Hi,
Check your Profile permissions “Bulk API Hard Delete” check box should be enable for permanently deleting the records using Apex Data Loader. Using Hard Delete operation, we can delete existing records from our Salesforce organization permanently. Deleted records will not be available in Recycle Bin.
