Hi Prachi,
Create Permission set to give access to the Campaign records,
Goto yourName-->setup-->Administration setup-->Manage users-->Permission sets
Then click new to create new permission set, give full right for the campaign object in the permission set and then assign it to the user.Hopes this will help to resolve this issue.
