Hi Ratnesh,
Permission set is used to give extra permission to a particular user . We can give Extra grants to user but can not revoke permissions by Permission set.
Permission set is work on Object level security.

The settings and permissions in permission sets are also found in profiles, but permission sets extend users' functional access without changing their profiles.

In Salesforce we use permission set to provide additional access to a user/a group of users. we can not use permission sets to restrict the access.
